Career
Since 1980 he worked as an electrician, telephone operator in Orekhovo-Zuevo. Since 1986 he served in the military prosecutor's office. Since 1991 he was an adjunct, a teacher, a senior lecturer, an assistant professor at the Military University (The Military Institute of the Ministry of Defense of the USSR).
Since 1999 - head of the legal department of ZAO “IFK Hold-Invest”, general director of the OOO “Nacionalnoe ehkspertno-pravovoe agentstvo”.
Since 2001- the Adviser of the Office of the First Deputy Head of the Administration of the President of the Russian Federation. In 2003-04 - Assistant to the Head of the Administration of the President of the Russian Federation.
Since May 2004 -Deputy Head of the Secretariat of the Head of the Administration of the President of the Russian Federation. In November 2005 he was appointed head of the Presidential Administration for Civil Service. After the change of presidents, on 19.5.2008 he was reassigned to the same post.
In October 15, 2009 his powers were expanded, and his department was transformed into the Office President of the Russian Federation on Civil Service Issues and Personnel.
