1917 graduate Moscow University.
1914 joined student revol movement and Social-Democratic organisation. 1918-1927 worked for Russian Soviet Federative Socialist Republic and Union of the Soviet Socialist Republics People's Commissariat of Labor. 1925, together with V. A. Levitskiy, founded State Institute of Labor Welfare which specialized in the sci study of labor hygiene, industry sanitation and accident-prevention.
1927-1932 director of this institute 1924 founded first Soviet chair of hygiene at 2nd Moscow Medical Institute. From 1926 until death founder-head, Chair of Labor Hygiene, 1st Moscow Medical Institute.
Supervised compilation of labor welfare sections of Labor Code, which served as a basis for legislation on industry sanitation and accident-compensation. Supervised the establishment of sanitary, tech and legal inspectorates within the framework of the People's Commissariat of Labor to control working conditions, labor welfare and industry safety regulations. Foreign many years dcp chairman, Social of Materialist Physicians, Communist Academy.
From 1923 founder and exec ed, journal “Gigivena truda”. Company-ed, Tekhnicheskaya entsiklopediya (Technical Encyclopedia) and Bol'shaya meditsinskaya entsiklopediya (Large Medical Encyclopedia) (1st ed). Read papers on industry hygiene at numerous Soviet and for congresses.
Soviet representative at various international organisation for labor hygiene and occupational diseases. Wrote over 200 works, including first manual on labor hygiene for Soviet medical colleges. Edited various translations of for works on soc hygiene and labor hygiene and pathology (Grotian, Koelsch, Levy, etc).
Compiled bibliographic index on labor welfare.
