1890 graduate Moscow University.
1896-1936 photographed the satellites of the outer planets and, using a normal astrograph, acquired photographs of a large numcr of celestial bodies on the basis of which he studied the proper motion of stars and determined the parallaxes of some 200. 1902-1936 senior astronomer, Pulkovo Observatory. Did research on astronomical latitudes.
Developed universally recognized method of plotting the motion of the poles. Pioneered astrophotography and photographic astrometry. Devised method of measuring the position of stars from photographic plates and deduced reduction formulae for these measurements.
1906 detected double image on photographic plates indicating the presence of close binaries (Kostinskiy’s phenomenon).
