1903 joined revol movement. Frequently arrested by Tsarist authorities. After 1917 February Revol chairman, Tsaritsyn Russian Social-Democratic Workers ’Party (Bolsheviks) Committee and Tsaritsyn Soviet of Workers’ and Soldiers’ Deputy.
Late 1917 in charge of “defense staff” responsible for crushing opposition in Don area. From July 1918 member, Revol—Military Councils, North Caucasian Military district and 10th Army. From October 1918 Collegium member, People's Commissariat of Internal Affairs.
From June 1919 again with 10th Army. In same year sided with “military opposition” at 8th Russian Communist Party (Bolsheviks) Congress. May 1920-May 1921 member, Revol Military Council, 1st Cavalry Army.
After Civil War deputy political commander, Ukraine and Crimea. Member, Central Committee, Communist Party (Bolsheviks) Ukraine and Ukraine Council of People's Commissar. Chief ed, newspaper “Kommunist”.
From 1923 rector, Leningrad Commtmist and State Universities. Member. Northwestern Bureau, Central Committee, All-Union Communist Party (Bolsheviks). Delegation at 6th, 8th, 9th, 10th, 11th, 13th, 14th and 15th Party Congresses.
1925 joined “new opposition”. 1927 retired for health reasons'.
