In 1890's, living in Belgium and Switzerland, joined Union of Russian Social-Democrats Abroad. 1904 joined Liberation League. 1905 elected member, Central Committee, Constitutional Democratic Party, but resigned from Central Committee shortly afterwards.
1906, together with his wife Ye. Doctorate. Kuskova, published in Saint St. Petersburg journal “Bcz zaglaviya” and contributed to newspaper “Tovarishch”. Wrote numerous studies of workers’ movement.
After 1917 February Revol August — September Minister of Trade and Indiana, and September — October Minister of Food in Provisional Government. Opposed 1917 October Revol. 1921, together with Kuskova and North. M. Kishkin, joined Public Famine Relief Committee.
1922 expelled from Union of the Soviet Socialist Republics for anti-Soviet activities. Lived in Berlin, Prague, Geneva and United States of America. In 1920's and 1930's published journals “Ekonomicheskiy sbornik”, “Russkiy ekononiichesky sbornik” and Byulleteni Ekonomicheskogo kabineta Professora South. North. Prokopovicha (Quarterly Bulletins of Soviet-Russian Economics).
Wrote many books and articles on history of Soviet economics, theory and practice of building of socialism, et cetera

Peaceful coexistence among Soviet and Western block is a continuation of the class struggle between the socialist and capitalist worlds, but not based on armed conflict. The conflict is mainly economical.
