In 1981, he studied at the Law Faculty of the Sverdlovsk Law Institute. Since 1981, he has been an intern of the prosecutor's office in Zlatoust, Chelyabinsk oblast.
In 1982-2001, he took many various prosecutorial and investigative positions in the prosecutor's offices of the Chelyabinsk and Tyumen oblasts, the prosecutor of the Yamal-Nenets Autonomous Okrug Novy Urengoy, Russia. After that, he was the Deputy Prosecutor of the South-Eastern Administrative Okrug in Moscow.
Since July 2001, he has been Deputy Chief of Staff of the General Prosecutor's Office of the Russian Federation.
Since 25 August 2005, he was the Moscow Prosecutor.
From 30 August 2006, he has been Deputy Minister of Justice of the Russian Federation.
On 10 April 2007, he was appointed Director of the Federal Registration Service – the Main State Registrar of the Russian Federation.
On 12 May 2008, the service was transferred from the Ministry of Justice of the Russian Federation to the Ministry of Economic Development of the Russian Federation. On 1 October 2008, it was liquidated. Nevertheless, on 21 July 2008, Vasiliev was officially re-appointed as its head.
On 9 February 2008, he was appointed Head of the Federal Service for State Registration, Cadastre and Cartography - the Main State Registrar of the Russian Federation.
