Sergey studied at the Faculty of Cybernetics in Mendeleyev Moscow Chemical and Technological Institute in 1981.
Career
He worked in the secretariat of the special representative of the RF President on the development of relations with the European Union of M.E. Fradkov. After M.E. Fradkov was appointed Russian Chairman of the Government, on 27 April 2004 Sergey worked as his assistant. He kept his post even during A. Zubkov’s activity.
He was the Member of Trustees of the Higher School of Public Administration of M.V. Lomonosov Moscow State University. On 3 July 2008, he was appointed Head of the Presidential Administration for Interregional and Cultural Relations with foreign countries.
