Sergey Stankevich graduated from the History Department of the Moscow Pedagogical Institute named after Lenin (1977, studied since 1972).
In 1986, Sergey Stankevich joined The Communist Party of the Soviet Union (CPSU). In Brezhnev’s RKKPSS he was leading a Young Communist school, then he became a deputy. Stankevich was a leader of the counterpropaganda group (in 1987 renamed as the Public and Non-official Organizations Group). He was a member of the CPSU from 1987 to 1990. Sergey Stankevich was one of the leaders of the Moscow Popular Front from 1988 to 1989. From April 1989 to January 1992, was the People's deputy of the USSR from the Cheryomushkin district of Moscow, a member of the Supreme Soviet of the USSR. He worked in the committee on legislation of the Supreme Soviet and was a member of the Inter-regional parliamentary group.
Since March 1990, Sergey Stankevich was a deputy of the Moscow Soviet. In 1990-1992, was the first deputy chairman of the Moscow City Council named after G. Popov. In the spring of 1991, participated in the election campaign of Boris Yeltsin who was the candidate for the presidency of the RSFSR. During the coup of the State Emergency Committee on August 19-21, 1991, he was in the inner circle of Russian President Boris Yeltsin.

In 1995, Stankevich fell into disgrace with the president. In April 1995, the Prosecutor General's Office made a request to the State Duma to bring Deputy Stankevich to criminal liability. The State Duma refused. In November 1995 he and his family left Russia. Lived for a short time in the USA and then in Poland. There he ran a business. On February 27, 1996, the Moscow prosecutor's office issued a warrant for the arrest of Sergey Stankevich. He was put on international wanted list. In 1996-1999 he lived in Poland.
In 1997 he was detained by the Polish authorities and spent about a month behind bars. In January 1999, he received the status of political emigrant from the Polish authorities, ensuring his free stay in Poland. On November 27, 1999, all charges against Stankevich were dropped, and he soon returned to Russia.
In December 2000, at the 9th conference of the federal party Democratic Russia, Sergey Stankevich was elected chairman of the party until it was dissoluted in May 2001. Soon after, he was elected a member of the SPS Political Council (also known as The Union of Right Forces).
In November 2011 was included in the central council of the movement "Choice of Russia" headed by Vladimir Alexandrovich Ryzhkov.
In 2000, Stankevich was mainly running a business, entering the management of a number of large companies. Was the chairman of the Board of Directors of the Euroservice Group; Chairman of the Board of Directors of Baltimore, Chairman of the Board of Directors of OJSC "Agroinvestproekt". Later, was a deputy chairman of the Board of Directors of the Agency for attracting foreign investments. Since 2016, he has been member of the Council of Political Party of the Growth.
