After graduation from school in 1940, Sergey entered Moscow Institute of Railway Engineering. After the end of the 1 st course, he joined the Red Army as a volunteer, participated in the Great Patriotic War. After the liberation of the country from the invaders fought in Romania, Bulgaria, Yugoslavia, Hungary, Austria and met the victory in Vienna . In 1945 , after returning home, Sergey Vasilievich entered the first year of the same institute (Moscow Institute of Railway Engineering).
Having received the diploma of the engineer, in 1950 Sergey Bashilov went to the city of Tobolsk, where he worked first as a foreman, then as the head of the site of the Siblestransstroy trust. Having proved himself to be an initiative and energetic specialist, Sergey Vasilievich was transferred to Tyumen as the chief engineer of the construction and installation department of the trust Siblestransstroy.From 1954 to 1958 works as a trust manager of Irtyshlestransstroy , and since 1958 Bashilov is a head of the construction department of the Tyumen Economic Council. In 1963 he was invited to Sverdlovsk for the post of deputy chief of Glavsreduralstroy. Worked firstly as Deputy Chief, then as Chief of the Main Directorate for Construction of Glavsreduralstroy of the Ministry of Construction of Heavy Industry Enterprises. From 1976 to 1979, Sergey Vasilievich worked as a head of the construction industry department of the State Planning Committee of the USSR. In 1979, he was entrusted with the organization of the USSR Ministry of Construction in the Far East and Transbaikal regions, which he headed until appointed in 1983 as a chairman of the USSR State Committee for Construction. Then he was a Minister of Construction of Heavy Industry Enterprises of the USSR. Since August 1986 Bashilov was a Minister of Construction in the Urals and Western Siberia of the USSR.
Sergey Vasilievich Bashilov was a member of the CPSU Central Committee (1986-1989), candidate member of the CPSU Central Committee (1981-1986). Member of the CPSU since 1947.
