Setsuo Yakomichi graduated from Regular Course of Sapporo Normal School (1931).
Setsuo Yakomichi taught at Nishi (West) Elementary School of Sapporo. He became chief secretary of All-Japan Teachers' Union (1946), chairman of Hokkaido Teachers' Union and member of Hokkaido District Assembly (1947), vice-chairman of Japan Teachers' Union (1948) and chief secretary of Hokkaido League of LeftWing Socialist Party (1949). Elected twice to House of Representatives (1952 and 1953) and served as member of Central Executive Committee of Left-Wing Socialist Party.
