Settei Tsukioka was born in 1710, in Omi Province (now comprises Shiga Prefecture), Japan.
Settei Tsukioka studied painting in Osaka in the style of the Kanō school under Takada Keiho.
Settei Tsukioka was strongly influenced by the work of the ukiyo-e artist Nishikawa Sukenobu. Settei's produced a number of printed works, but his bijin-ga paintings of female beauties are considered his most representative works. His paintings had a sort of lasciviousness about them, and some of his works were used to illustrate books.
