Burfat is a fugitive in hiding from the last 24 years. Media has reported that Shafi Muhammd Burfat already fled to Afghanistan where he established his control center in Kabul. On 1 April 2013 home ministry of Pakistan declared JSMM as a terrorist organization and imposed ban.
The Crime Investigation Department (Crime Investigation Department) of Sindh police and Federal Investigation Agency (FIA) has added Shafi Muhammad Burfat to its Red Book for his alleged separatists actions against Pakistan.
Jeay Sindh Muttahida Mahaz was formed in November 26, 2000 at Sann. This was announced in the "Jeay Sindh Workers Conference" convened by the nationalist leader Shafi Muhammad Burfat, Samiallah Kalhoro and Muzafar Bhutto.
The conference constituted a three-member committee, to draft the party constitution. In the workers conference also constituted a seven members central body under the chairmanship of Shafi Muhammad Burfat.
