Attended parish school. 1915 graduate medical orderlies courses.
During childhood worked for landowner. 1914 expelled from parish school for participating in pupils’ revol movement. Early 1915, after finishing courses for medical orderlies, he was sent to the front.
Wounded and returned to Ufa. 1917 headed revol movement among Bash and Tatars in Ufa Province. Member, Ufa Province Provisional Revol Committee and Rcvol Tribunal.
Joined Communist Party and conducted agitation and propaganda. Organized detachments to fight counter-revol forces. Collegium member, Centr Moslem Commissariat in Moscow.
Then assigned to 5th Army on the Eastern Front for work among Bash and Tatars. Late 1919 returned to Bashkir Chairman. Bash Central Executive Committee.
Secretary. Bash Minor Oblast Committee. Chairman. Bash Council of People's Commissar. 1921, while a delcg to the 10th All-Union Communist Party (Bolsheviks) Congress, helped crush the Kronstadt Mutiny, in the course of which he was wounded and shell-shocked.
Member, Union of the Soviet Socialist Republics and All-Russian Central Executive Committee.
