Mehrabi received a Bachelor of Science degree from California Polytechnic State University in 1974. A year later he earned his Master of Arts degree and a Doctor of Philosophy degree in 1978 from the University of Cincinnati.
Mehrabi began his career as an assistant professor at School of Economics at the University of Maine in 1978. Two years later he took the same position at St. Francis University. Then in 1982, Shah was appointed an associate professor of economics at Mary Washington College (nowadays University of Mary Washington). In 1992, he became a professor of economics at Montgomery College. Since 2003 Mehrabi has been a professor and chairman of Business and Economic department at the same college.
Mehrabi is a member of Middle East Economic Association, North America Economics and Finance Association, Virginia Association of Economists, Global Awareness Society International, Delta Tau Kappa and Kappa Delta Pi.
In August 1982 Shah Mehrabi married Martha Mary Mehrabi, with whom he divorced in December 1999. They have three children.
