Graduate Kutaisi High School. 1903 entered Law Faculty, Saint St. Petersburg University.
Career
1904 in Tiflis, joined Russian Social-Democratic Workers’ Party. Sided with Bolsheviks and worked in T'iflis and Kutaisi Province as agitator and propagandist. Twice arrested; 1906, on return to Saint St. Petersburg, worked for student Party organizations and took part in student movement.
1909 exiled from Saint St. Petersburg but returned in same year. 1910 exiled to Olonets Province for three years for student revol activities. 1913, after short stay in Caucasus, returned to Saint St. Petersburg where he worked for a health insurance fund and contributed to Pravda: 1915 arrested and again exiled.
Spent exile in Arkhangelsk and Vologda Provinces. After 1917 February Revol elected chairman, Vologda Soviet of Workers and Soldiers' Deputy. Sided for a while with defensists.
After 1917 October Revol, dcleg to 2nd All-Russian Congress of Soviets. Then until spring 1918 chairman, Vologda Province Executive Committee and member, Vologda Province Party Committee. 1918 appointed Collegium member, Russian Soviet Federative Socialist Republic People's Commissariat of Trade and Indiana.
1919-1921 during Civil War served with Red Army on Eastern and Turkestani Fronts as member of army and front revol-military councils. 1921 active in campaign against democratic government of Georgia From 1921 People's Commissar for Military and Naval Affairs of Geo and Transcaucasian Federation.
From 1923 chairman, Geo Council of People's Commissar. From 1930 chairman, Council of People's Commissar of Transcaucasian Federation. From 1931 plenipotentiary for meat procurement, Union of the Soviet Socialist Republics Council of People's Commissar, then Union of the Soviet Socialist Republics Deputy People's Commissar of Foreign Trade.
From 1918 mem ber, All-Russian, then Union of the Soviet Socialist Republics Central Executive Committee, Transcausian Central Executive Committee and Geo Central Executive Committee. Also member, Central Committee, Communist Party, Georgia Bureau member, Transcaucasian Kray Party Committee.
Elected candidate member, Central Committee, All-Union Communist Party (Bolsheviks) at 15th and 16th All-Union Communist Party (Bolsheviks) Congresses. Arrested by State Security organs.
