Morgan, Shepard was born on June 1, 1884 in Rochester, New York, United States. Son of Judge John Shepard and Lavinia (Munson) Morgan.

Began as teacher of political science, Williams College, 1906-1908. Reporter New York Sun, 1908-1913. Secretary department finance, later deputy comptroller, City of New York, 1913-1917.

Comptroller Government Loan Organisation 2d Federal Reserve District, 1918-1919. Assistant federal reserve agent Federal Reserve Bank of New York, 1919-1924. Economics adviser, later finance director Office for Reparation Payments, Berlin, 1924-1930, vice-president and Chairman of Commission of foreign services, Chase National Bank, 1930-1949.

Conductor banking negotiations, Berlin and Havana, 1936-1938. Director (London), research and analysis branch, Office of Strategic Services, 1943, member and acting chairman Planning Group, 1944. Chairman National Bureau Economics Research, 1946-1948, director since 1931.

Finance adviser Military Government of the United States in Germany, 1949, later finance adviser to American High Commissioner in Germany, resigned 1949. Regents’ professor, school business administration University of California at Berkeley, 1955-1956. Past trustee Vassar College, Teachers College (Columbia University).

Director Queen Wilhelmina Fund, 1940-1943. Secretary President’s Committee for Financing Foreign Trade, 1945-1947. Trustee Academy of Political Science, American Historical Association.

Member Council on Foreign Relations, Alpha Delta Phi.


Clubs: University, Century, Williams, Metropolitan (Washington, District of Columbia). Wrote sections of Young Plan dealing with Bank for International Settlements, Basle, Switzerland, 1929.
