He entered the English Language School in Nagasaki (1858).
He became a Shogunate interpreter and then teacher at the Naval Training Institute of the Shogunate. After the Meiji Restoration (1868), he joined the Foreign Office. Compiled a Japanese-English dictionary (1870-1873). Called Shibata's dictionary, it greatly benefited the students of English of the time.
