He joined the National Railways from which he was dismissed following active participation in the May Day Riot (1931).
He was employed by Gumma Prefectural Government Office. Four years later, was re-employed by National Railways, and was elected chairman of headquarters of the Japanese National Railways Workers' Union (1953). Led the year-end labo struggle (1953). Was fired by the authorities but elected chairman of the union.
Went to Europe to attend the Domestic Transportation Conference of the International Labor Organization.
