With his private funds, he developed large stretches of pine groves at Nagahama Beach to prevent the Kando River's sands forming dunes to the inconvenience of local residents. Also developed new farmland along Araki Beach and elsewhere. Excavated canals to draw water to farmland from the Hii.
Shichibe Okaji conducted riparian works on the Saumi River to convert marshland along Jinzai Lake into fertile rice fields.
