Saigusa Shichinai studied under Atsutane Hirata, noted scholar of Shintoism and Japanese classics.
Career
When a young man, he was appointed head of his village and, after the Meiji Restoration (1868), endeavored to reduce the land tax. Was elected chairman of the Yamanashi Prefectural Assembly.
