Sugiyama Shigeaki was born in Tokyo, Japan, 1897.
He graduated from the English Law Department of Tokyo University (1921). Proceeded to Europe to study law and philosophy in France and Italy (1927).
He returned to Japan (1929) and was appointed professor of the Taihoku (Taipeh) University in Formosa. Appointed consultant to the East Asia Economic Research Institute (1937), and consultant to the Research Department of the Manchurian Railway Company at Dairen (Port Arthur) (1940).
After the war, opened his own law office in Tokyo and served as a member of the defense council for war criminals mostly at Yokohama. Appointed professor of the Tokyo Toritsu (Municipal) University (1949), and gave lecture on aviation law for the first time in Japan.
