Shigefumi Miyata was born in 1898 in Ibaraki Prefecture, Japan.
He graduated from Politics & Economics Department of Waseda University in 1921.
Shigefumi Miyata entered Meijiya Company and became vice-manager of its Marunouchi Branch in 1923. Began operating Surugaya Company in 1926 and also became president of Yamato Shoji Kaisha (Yamato Trading Company). Meantime served as chief of Gaiko-bu (Public Relations Department) and Research Department of Ibaraki Shimbun (newspaper), president of Shinko Sangyo Kaisha Shinko Industrial Company) and official of a few other industrial companies.
He became mayor of Ota, Ibaraki Prefecture in 1947. Thereafter served as a vice-chairman of Ibaraki Prefectural Town & Village Mayors' Association, managing director of National Town and Village Mayors' Association and official of several other public organizations.
Elected to House of Councilors in 1950 and served as the member of standing committees for Labor, Local Administration, House Management and Audit and member of National Diet Countermeasure Committee of Liberal Party. Appointed Parliamentary Vice-Minister of Construction of Metropolis in 1952, Re-elected to House of Councilors in 1953.
Held additional posts of chairman of Ibaraki Prefectural Branch of Saiseikai (Social Welfare Society), president of Yamato Trading Company, commercial councilor of Waseda University, member of Chiho Seido Chosakai (Local System Research Society) and Zenkoku Chosonkai (National Towns & Villages Association).
