Shigeharu Enomoto was born in 1890.
After graduation, he worked for the Ministry of Railways for a few months, and then was appointed councillor of the Ministry of Navy and concurrently professor of the Naval College (1915) to teach international law. Since then, up to its disbandment, he served in the Japanese navy for about thirty years. During this period he attended seven naval disarmament conferences at Washington, London and Geneva. He was acknowledged as the most outstanding specialist of international law in the Japanese navy.
