Shigeki Nishimura was born in 1828. He was the son of Yoshifumi, a retainer of the Sakura Clan (Chiba Prefecture).

Shigeki Nishimura studied at the school of his clan. Also studied Confucian classics under Sokuken Yasui, Western gunnery under Doan Otsuka and military science under Zozan Sakuma.
Afier the Meiji Restoration (1868), he opened a private school in Fukagawa in downtown Edo. Belonged to the Meirokusha Society which worked for introduction of Western ideas. Became an official of the Education Ministry (1874) and founded the Shushin Gakusha (renamed Nihon Kodokai later), an educational institution. Indignant at the trend of Europeanization (1885-1886), he lectured on Japanese morality at Tokyo University. Became director of the Peeress School (1888).
