Shigema Oba was born in 1869.

Education

Shigema Oba graduated from Tokyo Law School (1890), and the following year passed the examination for lawyers. Studied in Germany.

Career

Shigema Oba received his LL.D. degree (1913) and was appointed a judge of the Supreme Court. He became a lawyer (1914). Was a member of the Jury System Investigation Committee. Wrote books on the penal code.

Achievements

• He recommended legislation to enable licensed prostitutes to quit of their own accord and a fingerprinting law.
