After graduation from the university Shigemasa entered the Ministry of Agriculture and Forestry. In the Koiso Cabinet during the war, he served as vice-minister of Agriculture and Forestry under Minister Toshio Shimada, and then in the postwar Prince Higashikuni Cabinet.
Again Seishi served as vice-minister of Agriculture and Forestry under Minister Kotaro Sengoku. He was elected to the House of Representatives two times.
Shigemasa also was vice-president of the Meiji Bakery Company and the president of the Sanko Jitsugyo Company.
