After studying at the Kuramae Engineering Professional School, Tokyo, Shigemori entered the Motorcar Section of the Municipal Tramcar Enterprise and then joined the labormovement.
After serving as chairman of the Shinagawa Branch of the Tokyo Traffic Workers Union, he became chairman of the union until its disorganization during the war. Following the reorganization of labor unions, Toshiharu was appointed chairman of the National Traffic and Transportation Workers Union, chairman of the Tokyo Municipal Federation of Labor Unions and vice-chairman of the General Federation of Trade Unions.
Shigemori was elected once to the House of Councilors.
