Shigeo Tsubaki graduated from Tokyo Labor College.
Shigeo Tsubaki worked as a turner at a factory and was then elected to the standing committee of Prefectural Chapter of Japan Federation of Labor (Sodomei). Then became a committee member of National People’s Party and of the Social Party. On this ticket he was elected member of Osaka City Assembly.
After the end of World War II was appointed an executive of Sodomei and a commissioner for labor in Osaka Prefecture. Was elected to House of Councilors and was appointed chairman of Labor Committee.
