After helping farming, Hara Shigeru entered the Hokutan Heiwa Mining Plant in 1944 and worked as a miner. Was elected chief secretary of the labor union of this plant and chairman of the Federation of the Heiwa Labor Union (1951). In 1952 he was appointed Vice-chairman of the Japan Coal Mine Workers. He was a leading member of the Guidance Department of the Union.
He was affiliated with the Socialist Party.
