In 1912 Shigeru Kuriyama graduated from Tokyo University.
Shigeru Kuriyama entered the Foreign Ministry upon his graduation. Served in France and became chief of the Treaties Bureau, Foreign Ministry in 1933, Minister to Sweden and concurrently Minister to Denmark and Norway in 1937. Shigeru Kuriyama became Ambassador to Belgium in 1939 but returned to Japan upon occupation of Belgium by the German Army. After the war, upon inauguration of the Supreme Court, he became judge in 1947.
