Shigeru Ochi was mayor of Konishi Village, Ochi-gun, Ehime Prefecture, member of Ehime Prefectural Assembly, chairman of Ochi County Agricultural & Fisheries Sales Union, vice-chairman of Imaharu Chamber of Commerce & Industry, chairman of Ehime Prefectural League of Agricultural Sales Cooperative Unions and superintendent of Ochi Factory of Takaichi Pharmaceutical Company.
Elected to House of Representatives (1949) and became secretary of Liberal Party and chairman of Standing Committee of Education (1954). Member of House of Representatives and member of Liberal-Democratic Party. Chairman of Kusuhashi Towel Factory.
