Hsu Shih-chano served as a Hanlin compiler under the Manchu regime in 1886. He was a senior councillor of board of commerce from 1903. Mr. Hsu held the post of a Minister of Government Council since 1905. In 1906 he was appointed Grand Councillor of State. Mr. Hsu acted as a Viceroy of Manchuria from 1907 to 1909.
He was an assistant to the Grand Secretary of State and Grand Councillor of the State in 1910. Hsu Shih-chang also was an associate Prime Minister and vice President of the Privy Council in 1911. The same year he served as a High Commissioner for the Emperor. In 1912 Mr. Hsu became a Grand Guardian of the Emperor. He was appointed Secretary of State in 1914 and 1916. He lived in retirement in Tianjin since 1922.
