Shih-tseng Li was born in Kaoyang, Chihli, China in 1882.
Shih-tseng Li received his advanced education in France and in association with Chang Ching-kiang, Wu Tsi-hui and other revolutionary leaders, established the first Chinese bean-curd factory in Paris for the purpose of raising funds for the Revolution.
Mr. Li was a principal of the law school of the Peking Government University in 1919, elected member of the Central Supervisory Committee of Kuomintang in 1924 and in 1928 president of the Franco-Chinese University, Peking in 1925, member of the Central Political Council in 1926, chairman of the Peiping Division of the Central Political Counucil in 1928, president of the Peiping Government University in 1928 and a member of the Central Supervisory Committee of Kuomintang, but had declined acceptance of any governmental appointment.
