Mr. Hsu was born at Chiteh, Anhui, in 1872.
Hsu Shih-yiun was a senior licentiate under the Manchu regime in 1897. He began his official career as a compiler in the law compilation bureau under the Board of Justice. Mr. Hsu acted as an associate Chief Justice of the High Court of Fengtai since 1908. He accompanied George Hsu Chien, then a high judical official in Peking, to Europe and America on a special mission to study judical administration, and attended the 8th Conference on Prison Reforms held in America.
Mr. Hsu was a Chief Justice of the Supreme Court, Peking, in May, 1912. He served as a Minister of Justice from July, 1912 to September 1913. Hsu Shih-yin held the post of a Civil Governor of Fengtian fom October 1913 to March 1914 and Civil Governor of Fujian during the psriod of May 1914 - May 1916. He acted as a Minister of Communications since July, 1916. Mr. Hsu became a Civil Governor of Anhui in 1921. Hsu Shih-yin was a Minister of Justice and for a time Prime Minister between 1925 and 1926.
