Shiina worked as a laborer and joined the Communist Party. Later he became a member of the Niigata Iron Works.
His "Midnight Banquets," published on the magazine Tembo in 1947, attracted attention as being existentialistic. Shiina's best known works were written after 1950. His writing focused on the spiritual poverty of post-occupation Japan.
He was a member of the writers centering around the magazines Kindai Bungaku and Bungei Jidai.
