Shiio founded the Tokai Middle School in Nagoya and was its director and concurrently instructor at Waseda and Taisho universities. He later became president of Taisho University.
In 1916 Benkyo took his doctorate and became chief priest of the Kenchuji Temple of the Jodo Sect. He was made Chief Abbot of the Zojoji Temple in 1945. Five years later Shiio went to the United States to preach.
