In 1920 Shimada entered Hamada Electric Power Company and became its chief engineer. After the company was merged into Izumo Electric Power Company and Hyozo became its chief electrical engineer, director, executive director and director of Technical Department.
Shimada served successively as director of Chugoku Electric Power Distribution Company, manager of Shimane Branch, director of General Affairs Department of Head Office, director and executive director and then became its president.
After dissolution of Chugoku Electric Power Distribution Company in 1951 he became president of Chugoku Electric Power Company; also served as chairman of Chugoku Electricity Association, director of Japan Electricity Association and finally became president of Chugoku Electric Company.
