Born in Yemen in 1942, Ben-Shimon made aliyah to Israel in 1949. He joined the new Shas party in the early 1980s, and was elected to the Knesset on its list in 1984. He sat on the Finance, Foreign Affairs and Defense and the Labor and Welfare Committees, and caused controversy when claiming that Israel Defense Forces soldiers "were killed in Lebanon because of licentiousness in the army".
On 27 September 1988 he left Shas to sit as an independent.
