Shin-ichi Hayakawa was born in 1896.
Entered Ministry of Railway and was appointed director of the Nagoya Railway Bureau of the Ministry (1937). Resigned and became director of the Nippon Tsuun Company (1938). Following the end of the war, became president of the company (1946). Elected to the House of Councilors (1947), and re-elected (1953), and appointed chairman of the Economic Stabilization Committee of the Upper House. Is standing director of the Japan Employers Association.
