Shin-ichi Nishida served as chief of Engineering Section and Chief of Electricity Section of Tomakomai Town Office and assistant mayor and then mayor of the same town. Appointed researcher of physical education facilities and went to Europe as official of Japanese Team at Winter Olympic Games.
