Became private secretary to Minister of Agriculture and Commerce and served various other posts at Agriculture & Forestry Ministry ultimately becoming Vice-Minister of Agriculture & Forestry in 1929. After resigning in 1931 he became Imperial nominee to House of Peers in 1933 and member of House of Peers in 1947; resigned with the termination of the term in 1950. Appointed president of National Agricultural Mutual Relief Association in 1949 and chairman of Central Election Control Committee in 1952.
