In 1931, Shinichiro Kozuka graduated from Philosophy Department of Berlin University and then studied under Eduard Spranger and received a degree of Doctor of Philosophy. Toured Germany, France, England and Italy during 1938, and later revisited Germany in 1941, inspecting educational activities of those countries.
In 1944, Shinichiro Kozuka was appointed professor of Tokyo Fine Arts School, lecturer of Hiroshima University of Literature & Science and thereafter, in 1949, assumed the post of Dean of Fine Arts Department of Tokyo Geijutsu Daigaku (Tokyo Arts University) and since 1953 became a trustee of the same univeristy. He also assumed additional post of professor of Meiji Gakuin University in 1949.
In April 1954, Shinichiro Kozuka took office as the National Education Center Director. In July 1974, he resigned from this office and assumed the post of president of Aichi Prefectural University of Fine Arts and Music (died during his tenure).
