Entered Railway Ministry and after successive promotions became chief of Laws & Regulations Section of Kailway Minister Secretariat. Made official tour of Europe (1932) and later was stationed in Beijing, China, and served with Kanoku Renrakubu (North China Liaison Section) of Koain (Asia Development Board) (1941). Appointed director of Hiroshima Railway Bureau (1942), chief of Kosashitsu (Examination Office) of Railway Minister’s Secretariat (1944) and chief director of Kotsu Kyoryokukai (Transportation Cooperative Council) (1946) and became president of Toyo Denki Seizo Kaisha (Electric Machinery Manufacturing Company) (since 1950) and member of Central Mediation Committee of National Railways. Assumed additional post of supervisor of National Local Autonomy Promotion Association in 1954.
