From childhood Shinobu Komuro was interested in civil and military affairs and when he grew up began taking active part in affairs of the state.
Deadly opposed to the Ashikaga Shoyun, to show his contempt Shinobu Komuro and several others pulled down three wooden images of Ashikaga's family at the Toji-in Temple at Kyoto for which he was arrested and sent to jail in 1863.
After the Meiji Restoration, Shinobu Komuro was set free and appointed a vice-governor in 1868. Then in 1872 he was sent on an inspectian tour to Europe and America. Returning home Shinobu Komuro joined Taisuke Itaaki to persuade the Government to establish a democratic parliament in 1874. Later entered business and was associated with Kyodo Unyu (United Transport Co.) and Nihon Yusen Kaisha (NYK). Shinobu Komuro was nominated to House of Peers in 1891.
