Shinsuke Beppu was born in 1847.
He participated in the Boshin-no-Eki civil war at the Meiji Restoration in 1868 as a squad leader despatched to Northeastern Japan. Was promoted to major for this service. When opinion gained strength in the early Meiji years that Japan should send an expeditionary force to Korea, he crossed over to Korea in the disguise of a Korean to inspect conditions there. He later resigned and worked.
