Shinzen was born in 1843, in Himeji, Hyōgo Prefecture, Japan.

He was proficient in mathematics and earlier served the Uwajima Clan and then entered the service of Osaka Prefectural Office in 1869, to become President of Bank of Japan. He distinguished himself in the flotation of loans and raising of funds during the Russo-Japanese War from 1904 till 1905.
He was member of House of Peers and created a Baron in 1907.
