Shinzo Okuda joined the Ministry of Commerce & Industry serving successively as secretary of Mine Supervision Bureau, chief of Inspection Section of Trade Bureau, chief of General Affairs Section, private secretary to Commerce and Industry Minister, counselor of Japanese Embassy in Shanghai, director of Nonferrous Metals Bureau of Munitions Ministry and director of Industrial Affairs Bureau of Commerce and Industry Ministry and thereafter became head of Patent Standard Bureau (1946) and Vice-Minister of Commerce and Industry (1946).
After retiring from government service (1947) became counselor of Yodogawa Steel Plant, chairman of board of trustees of Japan-Indonesia Association and president of Ube Soda Company.
