He elected five times to House of Representatives and served as Parliamentary Vice-Minister of Welfare and member of Standing Committee for Welfare. Shiro Watari became member of Executive Board of Bunji-to (Splinter Liberal Party) (1953). Worked as an auditor of Hokkaido Rubber Industry Company.
