Graduated from Seiseiko Middle School, Kumamoto Prefecture
Became communications clerk at Tokyo Central Post Office (1926). Later served with Health Insurance Section of Hoanbu (Peace Preservation Division) of Metropolitan Police Board and Kinrokyoku (Labor Bureau). Appointed labor supervisor of Welfare Ministry (1943) and then was assigned to Home Ministry and Miyagi Prefectural Government (1946). Unemployment Insurance Section of Employment Stabilization Bureau (1950) and Accounting Section of Labor Minister Secretariat (1950) and thereafter became chief of Guidance Section of Employment Stabilization Bureau of Labor Ministry (since 1953).
