Shiso Shiba was born in 1800 in Nagasaki, Japan. His mother was said to have been a courtesan at Maruyama. His real name was Katsusuke Ozaki.
His name as a joruri writer appears for the first time in existing records (1783). Several plays attributed exclusively to him remain, including the Taihei Naruto-no-Funauta written in 1801, which is the earliest.
He became a playwright in the latter part of 1789 and later became the head playwright of a theater with the pen name of Katsusuke Shibaya. As head playwright, however, he only revised and made alterations in old plays. He was also a kodan (feudal romance) reciter.
